Urban Vision Enterprise Team

UVE has a core team of staff and associates, but also a panel of different kinds of specialists, who can be brought in to augment the team. The Team includes:

Dave Chetwyn MA, MRTPI, IHBC, FIoL, FRSA

Dave Chetwyn is Managing Director/partner of UVE and has more than 30 years’ experience working in planning and regeneration, across the sectors and including national and UK level roles. He is also Managing Director/Partner of D2H Land Planning Development and a Design Council Expert. Former roles include High Street Task Force Expert, Chair of the Board of the National Planning Forum, Head of Planning Aid England, Chair of the Institute of Historic Building Conservation, Chair of the Historic Towns Forum and Associate of the Consultation Institute. Dave authored the Locality Neighbourhood Planning Roadmap and parts of BS7913.

Hannah Barter, BA (Hons), Dip T&CP, MAUD, MRTPI

Hannah Barter is a director/partner of UVE, Managing Director and Partner of D2H Land Planning Development and has more than 20 years’ experience, including negotiating the development management process and delivery of complex projects. She is also an Advantage Creative board member. Former roles include Project Development Coordinator with Urban Vision North Staffordshire, Building Manager of Mitchell Arts Centre, Chair of the RTPI West Midlands Urban Design Forum and a Planning Officer with Rutland County Council and Lichfield District Council. Hannah has experience of delivering a range of  community projects and leading on complex planning applications.

Chris Smyton, MA, MRTPI

Chris Smyton is Planning Manager with D2H Land Planning Development and has more than 24 years’ experience working in planning, including a former role as Team Manager (Development Management) with Stockport Metropolitan Borough Council. Other previous roles include Development Officer for Richard Ellis International Property Consultants, Senior Research Analyst with Applied Property Research (London Office), and Research Assistant with Manchester Metropolitan University. Chris has very extensive experience of the development management process, including major schemes.

Caron Colbert, BA (Hons)

Caron Colbert is the Finance and Project Manager for D2H Land Planning Development and has over 25 years’ experience in financial management and project delivery. Previous roles include Finance and Office Manager for Urban Vision North Staffordshire, Project/Finance Officer for North Staffordshire Regeneration Zone and Office Manager for Ken Solomon (South Africa).

Dr. Len Gibbs, PhD, MBA

Len Gibbs is an Associate of D2H and is also involved in housing research and teaching at the University of Manchester. He specialises in housing markets and social housing. Former roles include Chief Executive of EPIC Housing Association, Assistant Director of Housing for Stoke-on-Trent City Council and Chair of Sandwell Homes. He holds a degree in Economics, an MBA and a PhD in rental investment decision-making dynamics.

Kevan Spink, MA, MLD, MSc, MLI

Kev Spink is an associate of Urban Vision Enterprise and Design Review panel Chair. Former roles include Principal Urban Designer with Birmingham City Council, Senior Urban Designer and Senior Landscape Architect at Stoke-on-Trent City Council, and various other roles in Local Government. Kevan has been a written examiner for the Landscape Institute’s professional practice paper. Kev’s experience includes masterplanning, public realm strategies and major developments and urban regeneration projects.

Andy Wright

Andy Wright is an Associate of Urban Vision Enterprise, Director of ASV Research Limited and former Associate of the Consultation Institute. Andy has extensive expertise and experience in co-creation, deliberative dialogue, and design and practical facilitation skills.

Urban Vision Enterprise is an IHBC recognised historic environment service provider (HESPR), and a corporate partner with Design Council. We are also ISO9001 registered.
